PROGRESS IS INTERACTION BETWEEN TWO MOVING INDIVIDUALS.

- 1 Keep a tight rein on what's going on.

- 4 Harness your own desires and let them take you where you want to go.

Note: It seems to involve a person who is trying to make progress by'following' what someone is saying (notice this is mentalprogress, via MIND IS BODY). The person says 'whoa' when theperson is getting ahead of them--when they are no longerin control of this external event--all of a sudden the externalevent is pulling them (too fast), rather than them steering theexternal event.

Being Involved In Events Is Being In Water
